Low cost effective air intake blower?

If someone lives at higher altitude, say 5700 feet, is there a low cost, yet reliable and effective electric air blower they can add to the intake of their Corolla ( 2002 ), say between the air filter and the round tube going to the engine? Something that might even boost air pressure a little above sea level?

Ok, the second link is bad but I get the idea, and thanks.

So I'm looking for a turbo or supercharger. But I've heard in the past ( I'm no car expert! ) that they only work when you floor the gas pedal, then they give you the boost and add more power. I'm thinking more of just bringing the intake pressure up past sea level, all the time, hopefully to get more efficient burning and a little more MPG and power. Can a belt driven turbo run that way?

Don't waste your money. Here is what Thorton offer for an 8-gen Corolla:

You can get the same thing on eBay for less than half that price and it is equally worthless.
