What year? This problem mostly affects 98-00. A contact in the seat belt spool loosen in time and shift, won't engage properly again, and fools the car into thinking you haven't buckled up. Look at the FAQ thread here for a permanent fix I came up with. It involves converting to the 2001+ setup, where the "buckled up" signal comes from the buckle itself.

You can grab that buckle from a junked car. Just be careful unclipping the connector from bottom of seat.

I took the bulb out of my dash. I always buckle my belt, so kind of useless for me.
