What am I missing here?

What am I missing here? The bolt is as tight as it can go into the header, it won't go down any further than that and there si about a 1/2 inch gap between the header and the pipe. Am I somehow missing a part?

All parts are Toyota OEM ordered from the parts department.

Got the right bolt? Just as a test can you thread it in from the other end?

The diagram I looked at says gasket, but I would call it a donut because of the thickness, lol. Plus the shield goes over that right?

The springs are in the wrong place, they should be between the heads of the bolts and the "outside" of the flange on the left (pipe) to hold the joint tightly together.
