Toyota corolla E11 lost master keys

Hello,
First time on this forum and i am kinda desperate at the moment since i am out of solutions. So I own a toyota E11 but we have lost all master keys (the last one was stolen) and as so we only have a sub key (grey) left. Unfortunately and to my suprice the official toyota retailer said that they cannot duplicate a sub key and as so they cannot remake the wireless remote control of my previous key in order to use it once again to unlock the doors with the button. I was wondering if this is really valid and if there is anything else i can do (except changing the whole immobilizer system of course costing 700euros as quoted from the retailer) i still have all the documents provided with the purchase of the car including the VIN no. Engine no. and Key no. and also the sub key. I guess it is possible to reprogram a blank transmitter key in order to work with my ecu with these codes. Thanks for your answers

I don't understand why they would not make a master key.

You have documents proving your purchase and if the VIN on your vehicle and the one on your documents matches, you are all set !

700 euro for a new key is not cheap. What year is your car ? Do you have a chip on your key ?

My owner's manual says 1999 and the year of purchase is 2000 so i guess it's a 1999 or 2000 model corolla hatchback europe model. My key is Denso type and in the owner's manual there are some info about keys,model numbers, frequencies, voltages etc in the key section. Furthermore since it can turn on the engine i guess it has a chip in it because it can trigger the immobilizer system of the car. It doesnt have a wireless remote control chip though if you are asking about that its just a grey key with no buttons.

by the way even the owner's manual mentions that the grey key can not be duplicated and that in the case you loose all the black keys you have to replace the whole immobilizer system so i guess that's why toyota retailers say the same thing
