Fan #2 does not turn on

Hello all. "Fan #2" on the radiator does not turn on. (It is the one on the drivers side) The vehicle is a 1999 Toyota Corolla. Here is what I have done so far:

-A/C System is working perfect
-Checked both relays (MAG and FAN #2) on box by the battery and they both tested ok
-Checked all fuses in all 3 boxes in engine compartment area and all fuses tested ok
-Checked the one fuse box under left side of steering column inside car, all fuses are ok
-Checked voltage on Fan Connector and there is NO electricity
-Performed a bypass with a cable on the relay "Fan#2" and still no electricity when I checked the voltage on Fan Connector

Does anyone have a diagram and ideas of what else to check?
