01 Corolla Fog Lights

I've been trying to replace the fog light bulbs for a week now, but I can't seem to get them to budge. I know they turn counter clockwise like the headlights do, but its like they're stuck or locked in place. I am unable to remove the assembly because here in Ohio they brine the roads all winter so the bolts holding them in places have rusted into a solid piece of metal...

Can anyone shed some light? (xD)

I'll double check, but I'm pretty sure the manual said they twist and pull out. If this isn't the case then I really have no idea how to get them out...

There is an outer part (where the wire plugs into) that twist and pull out, then the bulb just lifts out. Pull the inner wire away from the bulb itself.

Unless you can suggest a sure fire way to remove the rusted bolts I'm screwed. WD40 didn't help...

I thought it was just a matter of squeezing these two metal "clips" in order to get the bulb out. Unless my housings are of different design..
