Is it because of caliper or others?

02 corolla Changed brake rotor and pads, drums and shoes...

But my whole car, or the head, wobbles when it is slowed down to within 30-40kmh
Below it or above it is ok.
Caliper seized? or what?

Just shortly before I changed the rotors & pads, it was there combined with other weird noises. So I thought it was because of the brake rotors. And I changed them but it is still like that.

Is it actually safe if it is really because of the caliper? Would the caliper be totally seized while I am driving on highway... it sounds scary.

I start doubting whether it is because of my brake line that it does not pump even oil to four wheels or brakes. So it makes the braking uneven and this can make the car shaking when brakes. It is not shaking that seriously but still obviously enough to notice.
And I also found that if I brake it harder, the feeling is still there, however it passed away faster so that I can only feel it for maybe 1/10000 second. so in conclusion, the wobble comes with and sticks with the range 30-40kmh. As long as the speed is out of this range, no such feeling is noticed,

I read something online and it seems this can be potential seized up axle, something like that.
Is this possible based on the judgement with my descriptions?

Did you open the brake lines when you changed the rotors and shoes? If so, you may not have bled out all the air.

How firm is the brake pedal when the car is parked and off, or does it hit the floor when you pump it?

I don;t know whether my mechanic touched the brake line when he changed brakes.
But I doubt it.

I didn't try the pedal when the car is off but I expect it is firm. And when car is running, the pedal is pretty solid and firm. so I never need to push it all the way to the floor.

It sounds like you did not do the brake job personally but had it done by a mechanic, correct?

Your symptoms are similar to those in an other current thread, namely Front Wheel Wobbly & Brakes Slowing Car? which you might want to read.

Chances are that one of you calipers is sticking. Check to see if any one of the wheels feels like it is dragging more than the others or test drive the car in a safe area and see if any one of the brakes is overheated relative to the others.

Please be cautious and do not drive a vehicle on the roads with questionable brakes. It is unsafe for you and everyone around you.
