can wheel alignment cause steering wheel shakes?

I know my corolla has a bit of alignment problem but not too much. So I feel my car intermittently shakes depending on some pavements at highway speed (100-120kmh). Can alignment problem cause this?

I have balanced my tires not long time ago, but after the balancing I also took off the wheel because my brakes need some treatments. Does it require re-balancing?

The tires are good as far as I can see and feel.

or what else can cause shaking steering wheel at 100-120 on SOME pavements only.
