Check the fuse first. Then check the horn
Take the horn off, run a wire from the positive terminal of the battery to the horn, and run a ground wire from the horn to the metal body. And make sure the contacts on the horn aren't corroded.
If it doesn't work, then it's the horn. If it does work, then it's something further up.
The horn switch isn't under the steering column, it's behind the airbag.
If it really is the switch that's the problem, then it's easier to fix that than installing a remote button.
