flasher replacement with LED flasher?

From the FAQ I read this:

"LED upgrades
There is no light failure sensor of any kind on 8th gens so LEDs for brake lights are plug and go. An LED-compatible flasher is required to use LEDs for turn signals - this is a flasher-specific thing. Load resistors are not recommended. Use CF13GL-02 from V-leds or superbrightleds.
Make sure the bulbs you use in CHMSL and front turn signals have LEDs that fire sideways."

Well, I recently replaced my 99 corolla with LEDs; every LED blinks, which is good, but the LED blinks about two or three times more rapidly, is this the reason why i would need a new LED-compatible flasher? Where is this flasher located.. any picture or any DIY thread about where I can access this flasher?

How much is the LED flasher and what happens if I don't replace it.. I might be able to stand the flash blinking, but is there anything else inherently that's wrong or damages the circuits if I don't?

LED flashers are typically $5-10 at autozone. I got one myself just because I wanted something more quiet.
I believe it will wear out your LEDs quicker if you don't have the flasher. Also may have an issue with your hazards.

The flasher is located under the steering wheel. Best way to get to it is to lay your seat all the way back and lay down belly up with your head under the steering wheel, it will be to your right.

What happens if you don't change all bulbs to led and still have halogens. But install the led flashed ?
