Turn Signals Wont Work (2001 Corolla)

Please help. I have a 2001 Corolla "S" series and the other day the turn signals stopped working. When you flip the handle nothing happens, no lights, not sounds, nothing. The hazards dont work either, but as far as I can tell everything else works. I have checked the fuses and they seem to be fine, and same with the bulbs. I figure it is the relay switch, but I do not know where to locate it and how to fix it. Can someone please tell me if my diagnosis is correct and how I would go about fixing it.

The relay switch is all the way at the top of the driver's side kick panel, should see it up there. The signals and hazards are on different fuses, so that shouldn't be the problem, unless they both broke at the same time.

I think it's black... it's all the way up there, I believe it's even over the plastic kickpanel. It is hard to reach.
