Steering Wheel Airbag removal problem

I have just started a project to replace the headlight switch on a '99 Corolla and have attempted to remove the airbag so I can get to remove the steering wheel. I removed the small plastic caps to get to the torq screws and loosened them until I felt them clicking (dead-ending) upon each revolution. But even though the airbag unit is loose and wobbley, I can't get it to detach from the steering wheel. I was under the impression that it should pop right out after loosening the two screws, but it seems stuck on something. Any help is appreciated.

I know exactly what you are referring to, you have to sort of pull/pry those screws back into the plastic clip that holds them, then the air bag will come out. I've used the screwdriver in the screw socket to help.

BUT, you don't need to remove the steering wheel to replace the switch, if you turn the wheel to the correct positions you can access both of the column cover screws that are covered by the wheel when pointed straight, and the headlight switch screws.

Thanks! - I've been going by the Haynes manual and didn't look forward to taking off the steering wheel. I couldn't see a way to get the steering column cover off, although I did get to remove the easily accessible screw to loosen it. I'll give it another try.
