I know exactly what you are referring to, you have to sort of pull/pry those screws back into the plastic clip that holds them, then the air bag will come out. I've used the screwdriver in the screw socket to help.
BUT, you don't need to remove the steering wheel to replace the switch, if you turn the wheel to the correct positions you can access both of the column cover screws that are covered by the wheel when pointed straight, and the headlight switch screws.
