What is this part? (oil leaking)

I was under my 07 Matrix and on the passenger side I noticed oil leakage. I traced it as high in the engine as I could and think it's coming from under this "plate" labelled "UST C19" attached with two nuts.

You can see it in these 3 photos that were taken underneath the car just further back than the oil pan, looking upward:

photo 1 show it from a distance so you can get your bearings
photos 2 is a close-up from the same angle
photo 3 is a different angle taken from closer to the front passenger tire.

What is this "plate", can it leak oil, and does it have some sort of gasket under it that I can replace?

On the right track - remember no timing belts in this generation of engine, so that part would be the timing "chain" tensioner - when you ask for the replacement part.

Pretty common for those to leak around the o-ring. Especially if the engine is closing in or has over 100K miles (160k km).
