This is a known problem with the 9'th Gen Corolla's. The only cure is an odometer replacement. I couldn't find the TSB, but I found an informative thread on the problem here:

Vibe is effected too.

So what happens when you go in for inspection? Mileage would not change. In PA, you would be exempt from emissions, and not pay for the emissions sticker.

could you switch it read in miles maybe? a mile is like twice as long as a silly killo-meter is, so it should take twice as long for the problem to occur right?

wonder if this happens to ones set to read miles at 299,999 miles?

I am not sure if they will solve your problem and likely you will have to pay for a new one, $250 + labor. Ask them what happens at inspection when the odo doesn't change, is that considered odometer fraud? It is a known problem, but not a recall, and by 299,999km you are well out of any warranty.
