Ignition Key Programming

Can anyone tell me if the following procedure actually works on an 07 Corolla? I am wanting to purchase a Blank Transponder key have the key cut and program it myself to save the $$$. I have seen conflicting procedures in Step 6 on whether to turn the Ignition On or leave it Off.

1.Make sure all doors and windows are closed.
2.Insert master key into the ignition cylinder.
3.Cycle the ignition cylinder from ON to OFF 5 times.
4.Open and close the driver side door 6 times.
5.Remove the master key and insert the new duplicate key.
6.DO NOT TURN THE IGNITION CYLINDER ON
7.The new key will be registered after 60 seconds.The THEFT light on the
dashboard will go out,indicating that programming has been completed.

If your 07 has the same setup as my 06 Taco, there is a dot on the blade where the key is cut just under the fob. These keys can only be programmed through the OBDII port. The dot is particular. If your existing key has it, you need the programmer.

Long story short, I got a key, uncut from a locksmith for a RS. Did pretty much as you described. No luck. Went back and the guy cut the key for me. still no luck. Found another locksmith who told me about the programmer and just happened to have it. had the key, uncut in 2 mins, after a 30 min drive.
