dealers install those as a safety feature. that really helps at night.

for example, someone is driving behind you and they are feeling a little sleepy. when you hit on your brakes if you need to stop, your 3rd brake light blinks catching the sleepy drivers attention behind you.

most rear end accidents happen because drivers get tired and can't focus well and they wouldnt notice you breaking right away. i've seen cars with this feature and i think its pretty neat to have it.

not sure how to remove it though and how much shops charge to get it removed.

I hate those. The Ford dealer around here does it as well. I agree that it's a distraction more than anything. Anything that's out of the ordinary attracts attention -- attention that should be paid to the road rather than looking at someone's blinking light.
