A 2004 is not drive by wire (DBW) I don't think. It'll be easy for you to find out -- just open the hood and look at the throttle body. If there's a thick cable and actuates it, you have a throttle cable. If there's no obvious cable, then it's a DBW car. I didn't know they started doing that mid-year in 2004.
In any case, if it's DBW, I understand that it's as simple as plugging the switch in, because the ECM controls the throttle anyway. You'd have to remove the airbag (disconnect the battery for 10-15 minutes, then go out with a T30 torx bit and remove the two screws on the side of the airbag housing). Once the airbag is loose, pull it out a small amount and with a small flat blade screwdriver, loosen the push lock plates on the airbag and horn connections, and pull those off. Lay the airbag down with the Toyota logo side up. You'll see the black plastic clock spring behind the metal wheel frame, and the airbag and horn harness is already plugged-in there. There should be an empty connection terminal to the right of the airbag terminal -- that's where your cruise control plug goes. If the cruise control stalk didn't come with two screws, you'll need those as well, though I regrettably don't know the thread size on the screws. You'll need to cut or pop out the cruise control delete plate in the side of the steering wheel plastic and pass the stalk through and screw it to the wheel frame.
If you're DBW, you're done. If you're not, then you'd also have to add the cruise control module under the hood, and unfortunately I'm not as familiar with adding that as an accessory -- I don't know all the parts you'd need for that. You'd probably want to visit a salvage yard in your area and find a car with it and have them pull everything off that you'll need...the cables, the wire connections, etc.
