How come the 2004 Corolla 1ZZ-FE has 130horsepower and the 2007-2008 corolla 1ZZ-FE has 126horsepower and lower torque?, was the engine detuned or is it just something to do with the dyno and power mesurments?.

the way the engines are rated for marketing changed.

the horsepower figure was scaled back by Toyota to reflect the new SAE testing procedures in place

By "scaled back", you mean detuned?, as in reduced power?.

No.

Toyota just changed their horsepower and torque ratings to more accurately reflect the change in the engine power testing procedures implemented by the Society of Automotive Engineers. This took place back in 2006. Research some other manufacturers and you will see the same changes.

The engines themselves made the same power. The testing procedures changed, so the engine output was measured at a slightly lower amount. Even more variables are controlled in the new testing regime. Some engines saw an "increase" in power. Most saw a slight reduction. It's not nothing to do with the actual engines or tuning, and everything to do with the way it's measured.
