USA 06 keys

So as I mentioned it before, I bought a 06 "S" Corolla from a private party, and I was only given the valet key, so I went to the dealer to have a new pair of master keys, and I said to the representative, "I'll like a pair of master keys, you know, the ones that come with the remote controller to lock and unlock the vehicle" I won't mentioned the dealer's name because I'm planning on going back this weekend, since I'm out of the country right now, but to make a long story short, they charge $386 for two keys that don't have have the remote to lock and unlock the car, they're just 2 keys that are suppose to be chipped and re-programed.
Is this about the right price to pay for 2 keys that come with out the remote controller to lock and un-lock the car, I mean I feel that a 06' model shall come with this type of key, not the ones where you pay this much and you still have to insert the key to lock or unlock the car.
Please reply with any comments.
Thank you.

How much for keys that have the remote? Won't they sell you those? I know it costs a lot more if you don't have your original keys. Luckily we had one on our 06 and they only charged $45 and no program charge. The price is about what I have heard of people paying, but it seems like you should get the remotes even if it costs more.

I didn't have the original, only the valet key, with a remote controller to lock and unlock the car, not the type of key that has the remote to lock and unlock the car integrated in the key.
I only got from the dealer 2 keys but didn't have the remote integrated, do you thiink this is about the right price because they had to " re-program the computer"
Thank you.
