high pitched sound in engine

The sound is most noticeable when driving around a parking lot - as the engine revs high in 1st gear just before shifting into 2nd gear, there is a high pitched e-e-e-e-e sound. (also happens at the high end of 2nd gear). I changed the serp belt but that had no effect. Is this sound normal on these cars? I am suspecting a pulley but am open to suggestions.... wondering if its airflow of some type.

new tensioner in, no change to sound though. Starting to think its "operating as designed".

When you replaced the belt, did you turn all the pulleys? Any crusty chalky pink coolant under your water pump?

Yes the pulleys that would move were noiseless. I will give a listen to the waterpump
