Fog lights do not turn off.

I had bought and installed fog lights about a year back. here's the diagram and the related post that I had used for reference.

Link: D.I.Y. OEM Type Fogs

However recently I noticed that the fog lights will not turn off by using the toggle switch again. Here's what happens

Assuming that its already dark enough so the rest of the lights are switched on.

1. turn on the car.

2. Headlights and the lights on the dash turn on.

3. Press the switch, turns on the fog lights

4. Press the switch again. Earlier this used to switch off the fog lights. But now they stay on

In order to turn them off I need to do the following.

1. turn-off the car.
2. press the switch again.

3. turn the car back on.

At this point the fog lights are now off

This leads me to believe that the switch is ok but that there might be a problem with the relay where its not draining correctly.

I would appreciate it if you could help me isolate this issue and what I could correct it. Has anyone had the same issue ?

The relay and the switch are the only "mechanical" parts of the diagram. You could test it by unplugging the switch wire from the relay. If the fog lamps stay on, then you know the relay is sticking. If the fog lamps go out, you can be pretty sure it's the switch.
