Dealer trying to rip me off on Brakes?

Lets start at the beginning, I went to the Dealer for an oil change/tire rotation on 9/5/08, and they told me that I needed front brake pads, and needed the roters turned. I didn't do it right then because I didn't have the time/money, and to be honest the car was stopping fine. I got 4 new tires on 11/28/08 (Yes black Fri. ), and the shop (not the dealer) didn't mention anything about the brakes. I went back to the dealer for another oil change on 2/28/09, and they didn't mention a thing about the brakes. Now I went back to them today for service, and they said I need new pads, and to turn the roters. They wanted $270, I told them not right now.

So my questions are:

1. Why did they tell me I need brakes on 9/5/08, but didn't mention a thing about them on 2/28/09, nor did the tire place mention them on11/28?

2. If I really needed new pads/roters wouldn't I notice something when stopping? The car stops fine, no squeaking or jittering and it's been 9 months since they claimed I needed brakes.

3. Is $270 high, or is it just me? I stopped at a tire place on the way home today, and they said it would be $90 for everything. That is if I actually need them.

Oh, and it is an 06' Corolla with 51000 miles on it, used for probably 60/40 city/highway driving.

1. They were probably hard up for money back in September, and apparently now again.

2. If you needed pads or rotors, it would be apparent, yes. You'd be hearing a squealing from the pads (from the wear sensors), or metal-on-metal contact if the pads are gone and it's just the backing plate against the rotor. It would feel like grinding when you are stopping. If everything feels fine, don't worry about it.

3. $270 is probably reasonable for OE parts. The pads are probably $50-75 for the set, then maybe the rotors are $20 each to turn, plus an hour or so of labor. A third party retailer will use the absolute cheapest parts available.

We just did new pads/new rotors on a camry with napa parts for $120 ourselves...So I will have to say thats expensive...but dealer prices are generally high anyways. Took all of an hour...so $150 for labor?
