Lets start at the beginning, I went to the Dealer for an oil change/tire rotation on 9/5/08, and they told me that I needed front brake pads, and needed the roters turned. I didn't do it right then because I didn't have the time/money, and to be honest the car was stopping fine. I got 4 new tires on 11/28/08 (Yes black Fri.

), and the shop (not the dealer) didn't mention anything about the brakes. I went back to the dealer for another oil change on 2/28/09, and they didn't mention a thing about the brakes. Now I went back to them today for service, and they said I need new pads, and to turn the roters. They wanted $270, I told them not right now.
So my questions are:
1. Why did they tell me I need brakes on 9/5/08, but didn't mention a thing about them on 2/28/09, nor did the tire place mention them on11/28?
2. If I really needed new pads/roters wouldn't I notice something when stopping? The car stops fine, no squeaking or jittering and it's been 9 months since they claimed I needed brakes.
3. Is $270 high, or is it just me? I stopped at a tire place on the way home today, and they said it would be $90 for everything. That is if I actually need them.
Oh, and it is an 06' Corolla with 51000 miles on it, used for probably 60/40 city/highway driving.
