Canada Battery Voltage Question???

I need to know a few things about my car and battery voltage.
I know the battery is 12v but it is always above that.
If someone has done some test or can.
What is the peak voltage right off the battery running.
What is the lowest voltage running?
Also does the fuse box regulate the voltage by restricting 12v to needing devices.
What I am doing here is trying to make halos to go in my headlights. Need some info so i know what resistor to use with the leds.

Car electronics, are actually made for, I believe 13.8 volts.

Yes it is a 12volt battery, but when it is being charged (aka when the car is running) it's voltage is actually in the mid 14's. The 13.8 figure accounts for voltage drops as the current goes through the car's electrical system.

Voltage should be in the 14's when running. Anything less than that, unless there is a HUGE load on the battery for some reason, is actually bad.

All the fuse box does is split power to the various circuits (save for some newer cars that have 42volt electronics throughout, but we won't get into that as it does not apply here).
