I was wondering on the clear coat or whatever ( i dont know much about cars and such) got scratched and a little piece like smaller than a dime fell off. if i touch up paint that will it look differetn from the rest cause theres no coat there?

Well, it would look better than leaving the missing paint alone. It just depends on where the chip is located - and how much work you want to do... I'd (at the very least) use some (brush applied) touch up paint. It wont be a perfect match, most likely, but better than nothing. Take your time!
