Arrow car blows warm air when it should blow cold air

hello my car has been blowing warm air when it should be blowing cold air so when i put it on the cold air it just blows warm to hot air now my car has no A/C in it we don't really need it here in Ireland anyone now what would cause this to happen its been like this about 5 months............
