I'm gonna go out on a limb here and say that you bought the car used. ammiright? that switch is not a factory installed switch, it could be anything really. do you know what it does? have you tried flipping the switch to see what it does? maybe is a secret kill-switch so only the owner or the person who installed it knows how to turn the car on or something like that. Actually, i considered doing something like that to my car, only my idea was for it to be a momentary contact type switch that you had to press as you turned the key and that would be the only way to start the car. i digress though, i would say try to find out where the wires connected to your switch go, maybe that could give us a better idea as to what it does.

Actually i bought the car brand new. I bought the car in 2007. My brother has the 2008 Toyota Corolla CE. And he has the same switch under the car. I never knew the purpose of it. I don't know if its an active switch or not. I've tried flipping it....but it doesn't do anything that i can notice.
I dont think the dealer put that in. Also, none of those wires should be showing, except the OBDII wires. It is probably a kill switch, light switch, or alarm switch, or some thing related to the lighting system. You can trace the wires to see where they lead to.
