If i bring my 05 Corrola in for a TSB related problem, is
there a charge? yes,no,maybe?

my vehicle has 78000, i believe 80,000 is the cutoff point

TSB is not a recall. If you are out of warranty, there is a charge.

The TSB states that it is covered under the 8yr or 80,000 mile federal emissions warranty. If you are within that time frame or mileage limit you are covered.

I am 450 miles away from 80000. The Dealer is 50 miles away. My appointment to get it fixed is on Friday.

I am not even going to look at the car til its time to go on Friday morning.

What would this repiar cost if one had to pay for it?
