Question Front License Plates - No provision ??

I recently bought this used 2003 corolla. Think the car was sold in Michigan (first owner) - but i (3rd owner) bought this in St.Louis. In Missouri a car must have both front and back license plates. The corolla i bought does not have any screw or holes in the front bumper to fix the license plates. I cleaned the bumper, looked (very) closely for any markings - but none.

How do i fix the license plates - i thought of drilling, but im not sure if it will crack the bumper and got no clue how deep it should go or where to fit the screw from behind the bumper.

Any help would be greatly appreciated. Help me from being ticketed !!

Yep, same thing here is Virginia. Gotta drill a hole and use a self-tapping screw (2)

Wisconsin's the same way. In the center of your cover there are two dimples that are for centering the plate.

Whats a center of cover? Is it the front bumper. I tried rubbing it slowly with my hand to see if its got any bulges - but couldn't find one. How do i center it properly? And can i drill hole without having to fear if anything is running behind (wires, et).

Not to be redundant halfway from right to to left there are little indents in the cover the width of the license plate holes apart. No, there are no wires back there that you will hit

What about the airbag trigger - i don't want to trigger it. Is it inside the bumper??

No the front sensors are on the right and left bolted to the apron iout by front of the weels
