Front Brake Pad Support Plate Shifts - Makes Awful Noise

Car started making grinding noise at low speeds sporadically and then
also began making a squeaking noise. Pulled driver's side front tire
to find that inner side of upper brake pad "support plate" was against the
rotor...I could even see a groove.

The support plate fits into some kind of U shaped grove and I pushed on
it with my hand from the outside until both inside and outside gaps were
equal. Problem was gone.

However, two days later it's back. Evidently it shifted back into contact.
Is there some sort of clamp that should hold this thing so it doesn't move
side to side? do I need to weld it?

Bottom "support plate" seems to be find and have equal gaps.
