High idle on startup

My engine revs at about 2,000 rpms when started cold, consistently. It sits there for at least a full minute than gradually goes back down. its a 2007 CE with an automatic transmission.

Last week it revved up to about 1,500 rpms while stopped at a red light, I was lucky enough to stop the car before hitting the car in front of me and I could feel the car trying to pull until the rpms came back down. I had the a/c on during both problems

My car also revs at about 2000 rpm when first started. It appears to be a normal characteristic of the 2005-08 Corollas.
