Exhaust Issue, Reattaching Loose Shield/Plate

My daughter had her 07 Corolla rear ended today and a plate or shield that wraps above the exhaust about midway down the exhaust pipe and mostly on the passenger side came loose. It is right in front of the passenger side back tire and probably a good 1 foot by 1 foot or more in size.

It is attached with two bolts on one end but the other end hangs free. Looking to see how to reattach the loose end that is now resting on the exhaust and causing a nasty noise when the car is running.

Any ideas? Thanks.

I managed to drill 2 small holes through the shield and in the black plastic clip behind the heat shield where it was attached, to secure it with 2 self tapping screws without puncturing the plastic fuel tank right above it on my bro's 2005.
