Drill out the 2 aluminum rivets with 1/4" bit. Install new fuel door with 2 new rivets, using a pop-rivet gun.

Toyota rivet # 90269-06017

13-741 Specialty Aluminum Rivet Dia: 6.3mm (1/4") Flange Dia: 13mm (1/2") G.R.: 1.6-4.8mm (1/16-3/16") Gen. Purpose Toyota 2000-On Replaces 90269-06017

Looks like the fuel filler lid is riveted.

Don't forget to apply sealant.
