Is there something in the seat? Do you have seat covers that are tied down to the seat? If no to the first two. You will need to bring it to the dealer for a calibration or check.

There are a light which say "airbag off". (passenger seat)
Somebody told me that would be the sensor disconnected (under the passenger's seat) but i saw it and everything is connected.
What happen with my car?
Not sure what your problem or issue is.
If the airbag sensors are operating normally, if nothing is set on the passenger seat, or no one is sitting in the passenger seat, the light on the airbag indicator cluster should illuminate "airbag off". If someone is sitting in the passenger seat or you have set something, heavy enough to trip the sensor, on the passenger seat then the "airbag on" light should light up on the airbag indicator cluster. If neither light illuminates when the car is running then I assume its time to have the seat sensors, light indicator panel or the entire airbag system checked by a dealer.
Having this sensor is a good thing since, from my understanding, if the passenger seat sensor is not activated the passenger airbag will not deploy. In my previous car I didn't have this sensor and both airbags deployed even though no one was in the passenger seat. The insurance company claim adjuster said the car was totaled the moment they saw the two deployed airbags. They told me (at the time) that if only the driver side bag had deployed they wouldn't have totaled the car.

When I put the key in "on" the light say "aribagg ON" but 3 seconds later the light say "airbag off"

The light "airbag off" is staying always.
The section of my post you quoted explains how the passenger airbag sensor and light work. When no one is sitting in the passenger seat, or there isn't enough weight to trip the passenger seat air bag sensor, the "airbag off" light is is off while the car is running/moving...
There are other indicator lights (CEL and Maintenance lights I believe) on the dashboard that should also blink or remain lit for a few seconds and then turn off (when operating normally) when the key is moved to the ON position.
The Corolla's owners manual, if I remember right (been a while since I looked at mine), also explains the operation of the airbag lights along with the other dashboard indicator lights.
No if there is nothing in the passenger seat it should say neither "airbag off" or "airbag on".
Your right, I was going from memory since I hardly ever have any passengers to trigger the light, and got it wrong. I checked earlier today after I posted and if there is nothing on the seat in my 05 Corolla, while I'm sitting in the driver's seat, the indicator "Airbag" is lit and nothing else.
I had something strange happen to me today with my 07 CE. While driving the airbag light came on in the dash cluster & the airbag on light went completely off with my wife sitting in the passenger seat, nothing was lit up. It had been working as it should before that. We stopped for lunch & after starting the car again it was back to normal. This happened once more later in the day, any ideas of what to look at?

A drunk, violent CA parolee went psycho in my 2006 Corolla last Dec. 2011 and kept punching the passenger side dashboard. After a few minutes both airbag lights came on, which means they are off. When I go to start the car, it goes through its normal checks of all the lights on the drivers side dashboard. The airbag lights both try to reset, but cant. Its probably a sensor. The San Diego Toyota dealer said they could test it for $50. There is also someone on Ebay selling info. for 1 cent, on how to reset the SRS airbag. On the service manual CD, it talks about sticking a paperclip under the steering wheel in a specific location and reading the code.
Way to go, State Parole Officers, protecting the public is not your top priority!
