yeah those are the mechanical differences
cosmetically the 00-02 run the mesh grille nose, 03-05 runs the slit nose
Action Package models begin in either 01 or 02, the only change to it comes in 05, for the final year the Action Package is dealer code XM instead of XY, and it features no opening in the bumper (01/02-04 has a wider mesh opening), slits in front of the wheels on the bumper and side skirts, standard foglights, a shorter rear wing, and a mesh section in the rear bumper, as well as a strange exhaust tip that looks like the end of a trumpet. 03 was the first year of HID front lamps. Rear lamps are the more US style with orange turn signals, while the 03 and 04 still blink orange, they have the red and white only euro look. the 05 models have a very Altezza look to them (I'm looking at the 05 brochure I took from a dealer). Also, 03 and up have a chrome garnish around where it says Celica on the hatch. that should cover cosmetic differences. personally, if I could get one, I'd get an 01, and if I got an 03 or 04, I'd get the action package, cuz I don't like the slit nose.
