AE92 really odd issue (1988 ae92 sedan{4-af}) electrical system surges

This car has 109,000 miles, and seems to run really well. I noticed, that at first I thought it was a surging idle, but I realized, that no matter what the RPMs are, the lights seem to pulse at the same rate. Also, there is a little noise, that matches the lights pulsing under the carburetor. I've never seen anything that is like this, that is not RPM dependent. it happens if it's rolling or not, and any speed.

the sound doesn't appear to be near the alternator, although the sound may be near the water-pump pully.

You guys have come through for me a few times with my 1989 GTS-16, and I hope you can for my friend, who is completely new to toyota.

Check the alternator anyways. The voltage regulator within the alternator could be on its last leg and could be causing surges of power and/or resistance.
