4a-fe rebuild electrical help

After a full rebuild on the car and engine i am having trouble getting the car started.

I have a fuel pump that works great when hooked up to 12 volt auxiliary power but is not getting a full 12 volts from the cars electrical system. i have cleared the lines and fuel filter and do get gas to the fuel rail on auxiliary power hooked up but not with car.

I am also not getting spark to the plugs. I have tested the distributor and wires for ohms (resistance) and all is good. distributor is getting voltage.

Finally the fan runs as soon as key is in on position which it should not.

what is the problem?

My rebuild partner is leaning towards a faulty ecm/ecu. Is that the correct assumption?

also we did not find the ecm in the usual place for most cars, under the glovebox. where is it?

thanks for all the help. will add more details after we work on it tonight

the ECU is under the stereo. (very weird)

there are 2 little access panels which you can take out to get to it on either side of the center console at the bottom.

was it running before you rebuilt it?

the only thing I can think of is it would be a bad ECU.

thanks eag 8. i did get to the ecu eventually. The problem was that we replaced fuses only a few days age , but before we found the faulty fuel pump and replaced those and cleared the lines. Something blew a fuse in the mean time and i didn't check until now.

btw my next rebuild is going to be a rotor 13b or 12a from an early rx.
