There's a couple things to check...
#1 is the battery cables... Toyota's are very specific, if the cable isn't tight a lot of the time it won't turn...
#2 the starter is bad... even though it passes a bench test, that doesn't mean the starter is good. A lot of the time the solenoid can get stuck and jostling it around (like when removing it) can get it to work for a few cranks. Also, keep in mind that when a parts store puts the starter on a tester, there's no load -- a starter may having a dying motor in it which has enough power to turn itself, but once installed it doesn't have enough 'guff' to turn the flywheel.
yes, a bench test checks the solenoid.... the solenoid is what takes the main power that's always connected to the starter then acts as a large relay when the 12V signal from the ignition is applied....
