If it's actually water, which I don't see any other liquids coming out of the tail, your catalytic converter is fine and working. The only time you would know your cat is bad is when you smell rotting eggs and/or you blatanly fail emissions.

Water spitting out of my tail pipe is normal for me during the cold, maybe 50 degrees F and below.

Now for your rich gas smell, maybe you have a leak in a fuel line some where... Tank, lines, etc. If your engine was getting drowned in gas, it'll run shitty.

And the rattling... The heat shields on the cat, there's a top and bottom piece. The bottom one tends to get partially loose... Just rip it off. Or, the ratting could be some thing exhaust pipe related. Just located it and take it off.

Carb or EFI?

I've found on most EFI cars that if the engine temp sensor goes bad the engine will run rich. Common on ford EEC-IV and Chev TBI~TPI. I haven't had one on a toy go yet so I can't comment for sure. Check for codes and see if it gives you anything.

Check aroung the injectors to see if there is fuel pooling in the pockets in the head. The "O" rings get hard and stop sealing. That is a common place for fuel leaks.

If he's got that much fuel leaking into his engine bay to make it smell that bad then he better STOP driving it, big fire hazzard!

I'd imagine the car would be running really crappy, no power etc if this was the case which he hasn't mentioned thus far. So question - Does it run crappy with no power?

I just thought, is the area around your O2 sensor rusted out? If the O2 isn't seeing good flow from the exhaust and is open to outside air this can also make the ECU think the motor is running really lean and it will richen up the mixture to try and compensate.

You would be surprised. It only takes a little fuel on the warm engine to make a very strong smell. It probably won't run crappy either.

You will smell it usually only when you come to a stop, unless it is a really bad leak.
Then you have a fire hazard.
