Here's a link on some general info on code 71. Sounds like valve could be carboned up or a vac line broken on egr valve or plumbing attached to it. Also to test egr valve disconnect vac hose going to it and apply a direct vac line from another fitting. When you connect vac the car should run rough or stall. That indicates valve is functioning properly.

Not sure which engine you have but this shows where located on 4AF(4AFE should be similar) and 4AGE. Try cleaning the old one and checking all vac lines before laying down cash on a replacement.

Ok
I tested my EGR valve with my mityvac and that seems ok applied vacuum and it killed the engine went ahead and took it off and cleaned it with some carb cleaner.
I checked the modulator valve from the bottom port and it has a slow vacuum leak so this may be the culprit.
I am going to the salvage yard tomorrow to get one none of the parts stores near me have one in stock, I just read that the same valve is in the celica and the corolla from 89 to 95.

Check all those vac lines that go to and between the pieces for EGR and modulator. Also check connections at the TVSV (thermal vac switch threaded in engine) as that is the main feed for the vac to the system. Also the TVSV could be faulty and not opening allowing EGR to get vacuum.
