E brake after conversion

I did a drum to disc conversion on my 1990 DX with parts from an AE92, the e brake ratchets to 3 but does not hold, already did adjustment to tighten e brake at console. Need Help

Does the ebrake lever on the calipers function? Maybe the mechanism inside the caliper is seized?

Possible, but most likely its the bearing where the HB-actuator rotates the pin to engage the HB thats worn out, causing the HB-actuator to tilt while engaging, so the handbrake lever clicks, but the handbrake wont hold

where is the actuator located, if it is part of the caliper the caliper was serviced my mechanic everything is ok according to him.

its the hook part on the caliper which twists to push the piston outwards. Hard to check it without it being on the car.
