Gen6 1989 toyota corolla sr5 overheating

I just bought this car from the guy has 195 thousand miles and its overheating. It didn't have a thermostat and the housing was covered in red silicone. Took all that off and now it has a a thermo, radiator cap, coolant and still overheating. I can't figure out what keeps causing it to overheat, also seems to heat up more when i down shift.

Gen6

Did a flush and the fan turns on when the key is in the on position. but it does seem that the radiator is clogged, the top holes are clogged. Also I cant get the thermostat housing back on. I got a thread lock and gasket maker for the housing but the bolts wont go in. The y seem to be cross threaded and at the opening and then threads inside. Does anyone know what the size is?

M8x1.25 is the thread size for the thermostat housing.

Thanks and i got another problem. When i hit the brake hard enough the engine stalls out. It also has an idling problem.
