Emission Mod...Or Mess?

I discovered some missing and/or reconfigured vacuum lines. Anyone know the story to why someone would have done the following?

No lines were going to or from the EGR vacuum modulator.


Right in front of the carb there was a unplugged line (going to choke opener) and coming off the choke opener a (non-factory) line splits into one line leading towards the firewall to another vacuum S/W (maybe) and the other line goes to a 3rd port on what might be the Gas F.
All the diagrams I can find only show 2 ports on the Gas F (whatever that is)? And only one vacuum S/W BUT I have TWO.

I just bought the car and there were multiple things missing and undone...I'm just trying to gather what the benefit is.

i can't tell exactly from the picture or description and I'm not familiar with the 4AF, but it could be that someone was trying to have the EGR valve stay closed. Normally the EGR only closes at idle and opens somewhere above idle. I suppose you'd get a slight increase in power since exhaust gasses aren't being recirculated back into the intake, but you may not pass emissions with it hooked up that way.
