weber 32/36 high idil problem

I have a problem with my idil to my newly installed weber carb. I have capped some of the lines i thought were important but didnt cap all. Should they all be capped? Also is there a way to lower the idil lower than factory setting? When i look at it the idil screw isnt touching the throttle bracket and doesnt want to go back anymore. should I find a way to adjust that or just adjust the idil mixture screw by screwing it in more. Im not actually sure seeing as I have never worked on a carburetor before. I recently just finished putting on a new head gasket and all new gaskets everywhere so I know it isnt a leak from major engine parts.

Sounds kinda like a vacuum leak, any fittings after the carb should be sealed. The idle should also be adjustable if thats all it is.

you should cap every vacuum line. Even if they aren't important, they'll cause a vacuum leak which will raise the idle.
