wipers wont work

So I'm having some trouble with the wipers on my 89 corolla. They dont work. I checked to see if there was power heading to the wiper motor with a multi meter and got a reading of zero volts. I used to be able to spray a little bit of WD40 on the plug, change the fuse and vola the wipers worked. This is no longer the case. So i tried replacing the plug. Still no volts. When the plug is connected the fuse blows. When the plug is disconnected the fuse does not blow. I'm wondering if perhaps there could be a problem at the switch? Any insights would be very much appreciated. Thanks.

Might try swapping out the motor. Old one could be frozen up and popping the fuse.

I'm reluctant to buy a new motor unless I know for sure that's the problem. I'm a bit confused about the zero voltage reading at the plug...makes me think that the problem is elsewhere...

do you have enough windsheild wiper fluid?? jk. lol. check the relay under the dash, might be bad and causing the zero reads on the meters

well...I looked at the wiring diagram for an 89 corolla and looks like the relay and switch are in the same unit....anything in particular I should be looking for??
