fuel pump confusion???

hi there ...i am very confused about my toyota corolla 5A-FE engine AE100..

when i turn the key to on position ...engine not starting i do not hear the 2 second fuel pump sound ......i only feel the fuel pump works when i turn the key to start position .. every one keep telling me that i should hear the 2 second sound with the key on ??..so ..i just want to know is this normal in toyota corollas?? there is no 2 second when key on ??not start position

or my fuel pump is not working correctly ???and if i want to test the pressure should i take the reading in start position or the key on position ???

i appreciate if any one has experienced this and can clear the picture for me
