Question 4AGE Not getting Spark?

I bought a "new" 1990 Corolla GTS with the 4AGE engine. And it wont start. We've figured out that it's not getting spark to the coil wire. Luckily I already have a good running GTS that I've swapped parts back and forth for diagnosing. So far we've come up with the following...

-Ignition Control Module is good.
-Ignition Coil is good.
-Ignition Coil is getting power/ground.
-Ignition Coil Wire is good.
-Distributor is good.
-Distributor timed correctly with TDC.

But if you hold the Coil wire next to a ground anywhere, and try to crank the engine, there is no arc at all. I uploaded a video to show what it sounds like when you try and start it. Here's the link...


Does anybody else have any ideas what could be wrong?

All the fuses check out ok? (pull them out and check with ohm meter)

Fuses seem to all test ok. BUT, I found out that the Ignition Coil plug does NOT have ground. It has power, but no ground. I'm guessing this just might be my problem. Except I'm not sure why it wouldn't have ground. Engine and Chassis grounds all seem to be ok, testing above 12v. I need to look up a wire diagram and see where that wire goes to... Maybe do continuity checking... hmm..

Ok after more testing. I found out that the ground wire to the Ignition Coil is fine. It has voltage, it just sends really low amperage, so it wont allow a regular light bulb tester to light up. But my LED tester did just enough to let me see it works.

NEW PROBLEM, everything else seems fine, except I just found out 2/3 of the power wires going to the Initer/Ignition Control Module are not getting power. ECU maybe? I'm on a quest to swap ECU's and see what happens.

I believe the coil gets it's ground from the ignitor. It's what switches on and off to get that momentary spark.
