Bad MAP sensor?

I'm pretty sure I have a bad MAP sensor but I was looking for a second opinion.
About a week ago my 90 Corolla wagon started running as bit rough. It seemed to get better as it warmed up, so I attributed it to it getting cold out.
Thursday she ran as she would normally and then on Friday I jumped in her and it sounded way rough, almost like a lawn mower. I shut her down, and my thought is the map. I have not pulled the codes yet, I plan to do this tomorrow. I did test the MAP and it has 5 volts going to it but as soon as I plug in the MAP the voltage immediately drops to about 3.9. if I put a vacuum on the line the voltage does fluctuate but I am thinking that The drop of voltage just sitting there might indicate a bad sensor. Any thoughts?
