Vac leak is likely the problem and in particular in vac lines going to/at the throttle positioner. It's located on right side of carb and has multiple vac lines attached and is designed to engage on deceleration from speed and when a load is placed on engine (a/c turning wheel/ turning on lights etc). It has two separate speed settings and when you get a vac leak at the positioner it ends up fluctuationg the idle speed like you are experiencing. Fix the vac leak and that should take care of it. Here's a link to give more info on the positioner.
