Daytime Running Lights is a feature that became government "required" on all cars built on or after 1990 for the north american markets.

Nope just us Canadians have them as mandatory equipment. It is a great feature because you can see headlights coming at you in the daytime alot easier than a car with out them on. They proved it cut down on accidents up here.
