I have been working for Toyota Motor Corporation for about 7 years and this is a problem that existed since 1985 since the first Pick Up's and Celica's came out. It is a good idea to use the PB Blast or Toyota Penetrating Liquid available at any dealer. Torque is 37ft/lbs for the exhaust nuts. There are a couple of aftermarket vendors that carry a replacement unit but dont expect it to last as long as the OE one. Good Luck!
